So I built:

a plugin for
RssBandit that launches STBE (requires .NET 1.1)

a html page containing java script as glue between Internet Explorer and

a commandline utility that launches STBE (requires .NET 1.1)
Of course the last two can easily be customized. The html page can be used to kick-off anything from within the Internet Explorer and the commandline utility can easily be invoked from within any browser or application.
